This is the message I get every time I try to invite an additional user: “You have invited more users that your current subscription allows. Please purchase another subscription to cover all invited users to reduce the number of invited users.” I completed process first time and paid for an additional subscription, but I can not add this user.

There is no opportunity to add a user for an existing subscription. You should cancel all your subscriptions and make it over again for 2 users at once (in the amount of 10 dollars for two users) . After this you can invite one user to your app because you are the first user of your app.
